How much effect does time and place have on a scene or story?

We have been in a parking lot of a store watching people. We have looked at some of them closely. 

Green Hoodie guy is generally a nice guy if we put aside the possibility he may have stabbed Blazer Lady. 

Blazer Lady is in a hurry. She was running late or trying to avoid the woman with two kids, her lover's wife.

What if we used what we have imagined and set the time to just before sunset and a huge world changing event is coming. The beginning of the end of the world or simply the last day of the store-wide meat give-away. Set them in at Walmart on July 27th 1981,the day Adam Walsh was abducted spawning what we know now as Code Adam

Maybe, instead of a parking lot, we put all of our characters in a cellphone store and everyone's phone has gone dead. We could put them all on the same bus and let it stall at the gate of Area 51.
